You remove the retainer ring before you attempt to remove the filler neck. Do not work on the filler neck on the fuel tank. Tom

The filler neck is is screwed into the retainer ring. To remove the filler neck, use a small electric grinder like a dremel tool or die grinder and grind out the two staked indedentations into the retainer ring. 170 B elevator counter weights
An owner reported that during pre flight he noticed a loose rivet. picking at with his finger tip , the head popped off he then found several more. All that had been holding them in was the paint. These are 1/8" universal Cherry Max rivets with an al rivet and al stem. Tom
