I agree, check all the rigging, but to answer your question, bend it left to force the rudder right.

I went through this a couple years ago and came to the conclusion that Cessna simply failed to provide a serial number break for items 21 and 22. The least invasive way that I have found is to remove the forward floorboards, remove the gearbox floorboard to the flap tunnel, remove the rivets from the lower flange of the forward gearbox bulkhead. It kind of depends on what you plan to do with it. If you intend to coat the firewall with zinc chromate based epoxy primer, then any acceptable method of corrosion removal would provably be fine. It says it is scheduled for a 2500 gross weight. Not sure what that means. I believe this airplane has been advertised for sale by Thomas Anderson of XP Mods/TLGW. Perhaps he is developing an STC? My airplanes are scheduled for lots of awesome mods in my mind. Not sure if they will ever happen:)

I have a comm antenna in the same location on my '52. It looks similar. My panel is mostly original from what I can tell. It has sat untouched since 1977. They do not come out the top without major disassembly or without damaging bulkhead flanges.
