Yep I typically saw around 27MP 2700 RPM. The control in the cockpit is fully advanced. So sounds like it could be that the timing was change slightly at the shop vs the oddball prop arm beingstalled improperly? Are you aware of any STC paperowk that states this is how the timing is set?

What do you mean by “timing”..? Timing usually refers to ignition timing such as the magneto advance, which is set by the engine mfr’r.
If your max RPM is not being achieved…that is probably a governor or prop-control rigging adjustment.
The fact that you might have a unique gov-control-arm which your mechanic “has never seen before” doesn’t mean much. The Doyn STC is a custom installation and may very well utilize a special part. Can you post a pic of the control arm..?? and do you have a part number or reference number for your prop gov and prop control cable..?
Here’s two pics found online of the B-2 gov with control arms. Does yours look anything like these?
