Hi Arthur,
The tail pull handles are IMO required equipment! I couldn't manage without them; and don't need a tailwheel truck/tug as a result of having them. Don't install it until you are sure you're finished crawling down the back as it is difficult to reach/crawl past.
Inspection hole:
Here is the link to the structural repair manual:
viewtopic.php?f=41&t=15456&p=143644&hilit=+structural+repair+manual+#p143644You want page 123 of the PDF which shows the S1443-1 doubler you need to acquire or fabricate to support the inspection hole.
https://www.ebay.com/itm/203928462652The attached image is from page 32 (page 70 of the PDF) of the 170B Illustrated Parts Catalogue. It is not particularly clear, but the key thing is to ensure the hole is offset from the centreline (or it will be covered by the v-stab) but do not impinge on the longerons, i.e. stay on the top skin and "far enough" from the edge. On a 170B I looked at it is as close as possible to the v-stab without going (much) under so you're in the flatter part of the skin. I regret not installing this - it would have made for a lot less crawling down the back of the fuselage.
Regards,
Gareth.
