Follow-up: I couldn't get a good flare on the stainless tube so instead I used 5052 aluminum, which I think is the same as the original. Much stiffer than 3003 and worked out very well. Probably user error, but even the Rolo-Flair tool couldn't hold the stainless tube firmly enough to flare it.
