Gary, I can't recall how I solved the issue back in September but it was something stupid like I sat there in frustration and it worked for some reason. Prior to that several times I deleted accounts and recreated them for CARES and Login.gov with the same dead end. Now the systems seem to works better, just took me 30 seconds to navigate getting on the CARES site
