I had the exact same problem with my 49A serial # 18928...The valve is brass with a Brass tapered cone turning in a tapered seat...There is a small spring holding pressure on it....What I did was remove valve and disassemble I coated the cone with valve lapping compound and spun the shaft and cone assembly slow with a battery operated drill...It only took about 10 minutes of polishing the 2 seating parts. Clean good with fuel or solvent, lubricate with a small amount of motor oil and assemble.....I can turn mine now with 2 fingers.... When I reassembled i also installed a new top seal cheap and available thru Cessna If you want more info email me phillips@porchlight.ca
