Continental O-300 Starter Set Up
My manuals are at the airport so I can't look up the answer to my question, so I will ask YOU. Is there supposed to be a spring attached to the lever that pushes the stater button and engages the clutch to help return the lever back after starting the engine? If so, where are the two attach points for the spring supposed to be? I don't believe mine has had one since I became its caretaker in 1989.

No spring is required for the installation, although some later aircraft had one. If you look at the Electrical Systems manual you'll see an illustration of one such installation.
