That looks like a shorter version of the removable flow restrictor lip some guys in Alaska use in the winter, especially on 180 Lyc conversions. The Alaska flow restrictors I have seen have all been attached with Dzus fasteners or Camlocs instead of permanent rivits.

That's on a 170A with an XP Mods conversion from Colorado. I think the intent was to reduce cooling drag. I've seen one on a 1948 170 as well.
