I have no idea what you are trying to say. a new part comes with an 8130-3. if I go to my local aviation supply house they even have an 8130 in a lot box of AN bolts

None of the new glass instruments are TSO'ed, there never was one written for them.

Show me any where in this reference where it says "MUST" "SHALL" or any words that make it a requirement.

Show me anywhere in a FAR that says 8130-3 tags are required.
I believe you confuse traceability and airworthiness

The Aircraft Spruce link you refer to says, "This instrument is FAA certified, ..." A quick look on
Sigma-Tek's "Specifications" tab says they conform to TSO-C4c.

talked to a couple different guys at my FSDO, called the ACO office at headquarters.... all the same answer. for required instruments (not oem) if a TSO exists.... that is the standard.... use it.
I was also told that they don't have the manpower to snoop under everybody's panel, so they don't (unless there is a reason).
it is my opinion that your ass is hanging out pretty far
I encourage anyone that is interested to make your own calls...... beez.... out

Skip the FSDOs if you have them differing with each other, and go direct to OKC/airworthiness.
