Think of a senior citizen upon a LADDER, near the Cessna wing refueling from a plastic gas can. Not a light load 8ft up. That mental picture alone can make a pilot feel vulnerable.

You could run a piece of metal foil tape from the spout as a way to ground it.

Carbon Black is used for conductivity in hoses including PTFE. It can be used in plastics.

I don't think it any question it does happen. In this case the person got back in the car. As she got out she fouled with her sweeter. She had the static charge. Not the gas, the hose or the car.

Touch the metal pump cabinet before reaching for the hose OR your car's gas cap in order to discharge any static. If you leave the nozzle (bad idea) touch the metal cabinet again BEFORE approaching the nozzle.

Using a plastic gas can... KEEP it in direct contact with the tank-filler opening throughout the refueling nozzle. This will prevent static buildup. Keep YOURSELF in direct contact with the metal of the vehicle/airplane/etc.. Do NOT pour the gasoline stream for any distance from the tank.

Remember, gasoline during the refueling operation is too RICH to ignite...unless you pour a stream of gasoline, allowing oxygen in the atmosphere to vaporize the stream.
