Winter Cowling Cover

I live in the mild climate of coastal British Columbia where it rarely gets below freezing. That said, my oil temp will not go into the green for no matter how long I fly. The usual outside air temps are typically above 5ºC. It hovers right in the middle of the yellow temp arc.

Today, I saw another 170 and it had a piece of metal covering the oil pan air intake on the front of the cowling. I did some researching through the forums and it looks like others have made similar covers in the past.

My question(s) are—

Has anybody made an extra one of these they'd be willing to sell? I don't have access to metal fab equipment.
OR
Is there a template? I have a 172 cowling

What's the temperature range where this cover is needed? The one I saw today read 'remove above 15ºC'

In the interim, I'm going to cover it with Gorilla tape and see if it warms up the oil.
