FAA issued AD2023-17-04 today…which in-summary, merely replaces AD2022-04-04…. which addressed the gasket-change to the Tempest/Stratus/FM-Enterprises/El-Reno oil filter adaptors…. requiring replacement of the fiber gasket between the adaptor and the engine accy-case with either an AN900 copper gasket OR a special Stainless Steel screen/Teflon gasket of Tempest mfr.

If someone already did the SB with logbook entry two years ago, does he need a new AD logbook entry?

Yes, you do need another logbook entry prior to 50 flight hours or your next oil change. If I were to make the entry I would write, “AD 2023-17-04 previously complied with on XX-XX-2022 in accordance with paragraph “i”. Copper gasket, p/n AN900-28, (or Stratus gasket p/n ST-07), was installed in accordance with Stratus Tool Technologies Mandatory Service Bulletin SB–001 Rev C, dated June 16, 2022.“

Cessnut, below you answered Mark's question more succinctly than I did. I'm wondering if this logbook entry can be made by the owner as no work is actually performed or do you think it requires an A&P sign off?

Yes, you will need a log entry showing compliance with the AD per paragraph (i) referencing the SB and the date it was complied with.

I guess we were typing at the same time:) It is ultimately the owner's/operator's responsibility for AD compliance. I can't think why he couldn't make an entry stating that. Correct me if I'm not thinking clearly.

You are thinking clearly in that it is the owner/operator responsibility for compliance with ADs. Performing the corrective action required by this AD is maintenance and subject to 43.9 for record keeping. (I) of the AD provides for credit if the mandatory SB has been previously accomplished and properly recorded in the maintenance records. Upon the date AD 2023-17-04 becomes effective, someone must be responsible for ensuring compliance and making the maintenance record entry. 43.9 (a)(4) specifies a person must verify the method of compliance (in this case the previously accomplished SB) and then return the airplane to service. This meets the required actions in AD2023-17-04. I suggest that person should be a qualified mechanic or repair station.

Most Cessna owners employ an IA to perform annual inspections and probably consult with that mechanic for issues arising in between inspections. This AD would be such an issue and my advice is to contact your IA and ensure that the adapter complies with AD sub paragraph (I) (mandatory service bulletin). It’s likely that a technician signing off an AD might want to perform at least a careful visual inspection as well. This would be followed by proper return to service. Your IA will probably appreciate an owner/operator taking this care with respect to any AD.
