Installing rudder cables

At my annual, the inspection showed worn rudder cables. I had them replaced and was charged 14 hours of labor. This seems excessive. The pullies were OK, no repair. I had told them to go to Mcfarland to buy new cables, but they sent the old ones out for repair instead. They claim that the old ones had to be taken out and that they could not attach new ones and pull them through. Has anyone changed rudder cables and can you give me the amount of time you might expect this job to take?

My A&P in Plymouth just did this on mine. Their estimate is 8-14 hours depending on what they run into along the way.
