B Model Flap slop

Was going over my airplanes rigging today resetting the wings to neutral with the rear spar adjusters then looking at the flaps and ailerons.
One of my flaps when retracted has no slop but the other on does. When they are deployed they both have slop.
Can someone tell me why one flap may not have any slop but the other one does. We thought maybe the one was pulled tighter into the end of the flap track but when we tried to tighten the loss flap it never got tight.
Also what generally wears here. The outside bearing sleeve, the bearing, the sleeve through the bearing, the AN bolt that runs through it all or the track itself.
