Elevator Torque Tube Assm

Hi all, I've got my elevator torque tubes out because they are rusted and need to be cleaned up and reprimed. (Used to be a seaplane) Anyway, my question is this. When I dissassembled them, there was electrical tape applied to the flanges where they meet the elevator skins. The parts manual does not depict this, but I was curious if anybody knows if this is a commonly accepted practice. Any help would be appreciated.

Nope... that's not standard. Somebody, for some reason, put electrical tape there. I'd take a closer look and see if you can determine why. Chafing? Something loose? Covering holes to prevent water or bugs from entering? Other?

Other? Perhaps an attempt to stop dissimiliar corriosion (steel vs. aluminum.)
