Radio Noise

We are getting some static on the radio above 1,600 rpm. It happens/occurs on either mag. We used a handheld at 1600 rpm and the audio was clear. I am suspecting that it is a DC bus, generator problem or antenna problem. Any suggestions ?

Popping or whining noise? Do you have a generator or an alternator? (I'm just guessing that since you said "generator" you are being accurate.)
Popping is ignition. Whining is probably alternator or possibly generator/regulator. (Do you have the original regulator or a solid state?)
Above 1600 only? Generator equipped? Bad ground and/or unfiltered regulator is a possibility.
Answer the questions posed, and maybe we can isolate the problem.

GA:
It has a 25 amp generator/zeftronics regulator. Noise starts above 1600 rpm. Static occurs on each mag and when on both. No static on hand held at same rpm. We were thinking it was a bad generator condensor/capicator. Tried a 1000 uF capicator from radioshack as a test, but no change in noise.

Try running the engine up to 2000 rpm or so and simply switching OFF the mags and letting the engine die.
You can also try running the engine at 2000 rpm or so with the gen circuit breaker pulled.
See which condition kills the noise and you have it.
