Does this mean we MUST have the secondary seat stop installed? It says the it is to be done within the next 24 months or 400 hours. I recall some earlier discussion of types of seat stops------maybe this was what prompted those, but I just received my notice this week.

The "Owner Advisory," SEB07-5AR1, says:
The information contained in [SEB07-5 Revision 1] shall be considered an amendment to the Cessna Manufacturer's Service/Maintenance Manual or Instructions for continued airworthiness, and must be accomplished for ongoing airworthiness compliance in accordance with 14 CFR Part 43.13.
FAR 14.13(a) says:
Each person performing maintenance, alteration, or preventive maintenance ... shall use the methods, techniques, and practices, prescribed in the current manufacturer's maintenance manual or Instructions for Continued Airworthiness....
As I read this FAR, it's talking about how you must do the job, not what you must do to the airplane.

If I'm right in my interpretation, isn't Cessna stretching the meaning of this FAR too far when they say the modification is mandatory? (That is what they're saying, isn't it?)

This seems different to me from TCM's legitimate assertion that 43.13 makes it mandatory to use the calibrated orifice equipment when checking cylinder compression because they added the procedure to their maintenance manuals for Continental engines.

But I don't see where 43.13 allows Cessna to make a certain modification mandatory without an AD. Does anybody know why I'm wrong?

It is not mandatory nor is the Continental compression test.

It is not illegal for them to say it is mandatory to cover their little tush;s but neither is it mandatory for part 91 folks to comply. The AD's from the Fed's have the authority to ground you and slap you silly if you don't. Service bulletins are like the pirate's code, more of a suggestion or guideline. So IF something happens they can say Told you so. :D
