Cutting Inspection Holes

I've heard tell of a Cessna service bulletin or letter from the mid-80's which goes into detail concerning cutting inspection/access holes in their singles. If it really exists, can somebody point me toward a copy?

I've wondered about the same thing. An inspection hole under the horizontal stabilizer would really be a big help to check out the rudder cables for condition. Russ Farris
