Jim, yes, the L-19 U-bolt is tha same as the 170B one. You can order it from Air Repair using either the number you used or the 170B part number that you first identified in your post. A few years ago I replaced the one on my ‘52 170B with one that I purchased from Air Repair using those part numbers.

Check the rollers. One or more of them could be stuck or out-of-round. Also check the cages that house the rollers. Perhaps one of them is rubbing against the rail.

I haven’t installed the CiES senders, but recently I replaced the floats on both of my mechanical fuel gauges on my 170B.
