LED's are not always low power. I know of a bunch of LED's that use more wattage then incandescent for the same number of lumens.

Doug, that HAS to be a misprint, if we're talking about illumination diodes. Incandescent lamps typically waste about 3/4ths of their energy consumption as heat. Only a small percentage (of consumed energy by incandescents) produces light.

If you change to LED lights, what kind of sign off do you need? Like replacement and owner sign off or A&P sign off?

As long as the LED lamps are direct replacements for automotive or aeromotive equivalents then no sign off is required other than to note the lamps were replaced. (This is the basis if they are "standard" parts.)

Beware: Most "white" LED lamps are a "cool" white. If they are installed behind a green or red colored lens they will not illuminate as an approved "aviation" red or green. You must use red or green LED lamps behind red or green lens/filters.)
