Sounds like you've covered the bases, I'd be curious to know if RPM increases if you pulled back on mixture. What type induction filter? Throttle and mixture making stop to stop? Correct carb? Correct mag timing? Don't overlook condition of harness and plugs, and I'd disconnect the carb heat for another test run. Did I miss field elevation in above post?

All,
Some good news. We got the Cessna flying Friday evening. With fuel tanks around 2/5 full (hey...no one wanted to fly an aircraft with full-fuel that had not flown in over 8 years), and only one person in the aircraft, we flew the aircraft out of the "landlocked" airport and into an airport with full services. Hopefully we'll get some answers this week.
Again...very smooth start and run=up, minus low RPM. We did three high-speed runs and on the fourth PIC took the aircraft into the air. 15min flight and we're now in a good location to get the low static run-up issue resolved.

Jack, just fly it for about 5 hours and it will loosin up. Watch for oil consumption and oil pressure. That is only if everything you said that was done was really done. These engines tighten up when they are not run for a long time. Have fun. It will make full power in a couple hours. After 10 hours drain the oil and check the screens. Have fun.

Hey! Thanks for the post and funny you should say what you said. ...as my A&P said this more than once a week ago "...the engine seems tight". Maybe that's the only issue I have.
Another funny thing: we had a generator oil leak - I went about fixing the issue by replacing the generator with a rebuilt generator - but I still had the oil leak (at which point I started reading all the threads on the forum, on the causes of the oil leak). We really never "fixed" the oil leak - but since flying the aircraft [for the first time in over 8 years]: the oil leak is gone. Hum...

This is a very remote possibility.
Fretted crankcase - improper torque on bolts. Fly one (1) hour minimum . Land shut off engine wait 8 minutes try to restart. Early fret case can drag a little. A real fret crank case will not restart with a new hot battery.
Flight schools know about this , most average pilots cannot fathom the problem.
Sells batteries and starters.
C-145 , 0-300 known to occasionally have this problem.
You do NOT have this problem but you should be aware of the potential condition.
Proper torque values on crankcase bolts. Always.
