I read this response and AC 91.44 as I CAN reach behind my seat, lift out the ELT and change my EBC-102 ELT battery (150 mile portable ELT).
I do not question whether I can inspect the ELT or not. :roll:

It would take an awful big NUT who has a SHELL equally as big to summarize what's been said here. :D :D


Bottom line for me, a person who does all his own work and when necessary work under supervision of a licensed mechanic, a licensed mechanic signs off my ELT battery changes. It's just not that big of a deal.

Iowa, I believe your original question was whether an ELT battery change is preventive maintenance that can be done and logged by an owner-pilot. The verdict on that seems to be that AC 91-44A specifically authorizes it in "simple" installations, and it describes some of the factors that would make an installation not "simple." But as always, consult the mechanic who signs your annual inspections, because they're going to have to conduct and log an ELT inspection annually as well.

If I'm wrong, someone will correct me, I'm sure.
