Proper Torque Value Scott Model 2600 8" Pneumatic Wheel

Guys:

I'm replacing the tire and tube on my Scott 8" 3200 tail wheel tomorrow. I have all of the proper torque values with the exception of the 4 bolts that hold the two wheel hubs together. The bolt part number is 33371-005 but the part schematics that I'm looking at don't give what size bolt they are so I can look up standard torque values. Any input would be appreciated.

If memory serves, I believe those bolts are 1/4x28.
