While conducting an inspection of the landing gear attach points to the landing gear boxes I discovered shims between the landing gear and the gear box at the main attachment bolt. These shims are on the left landing gear leg only. I could not find these shims listed in the parts manual. Any ideas as to why these shims would be installed and what their purpose might be? Is the installation of these shims considered a proper repair?

That's not enough information. What do you mean by "shims", and exactly where are they installed?
Ordinary (AN) washers are allowed as "shims" if installed on the upper attach-bolt to bring the airplane to a wings-level stance. (Wing tips should be within 3" of the same distance from a level hangar floor, if the airplane is equally loaded. Installing washers beneath the gear-leg on the upper bolt will adjust that distance.)
