There are many variables to consider. Are you trying to tow on ashalt or grass? Uphill or down? Just in to or out of a hanger?
We have a member johneeb who built a radio controlled dolly which the tailwheel sits on and then it drives the aircraft around. You could buy and mount the L-19 tow lugs to the inside main gear then fashion a tow bar to a toe vehicle of your choice.
Maybe one of the easiest methods though I have not tried it is to modify an electric tug designe to be used attached to a nose wheel but modified to engage the tail wheel instead.
